Washington, DC 20005 Meetings were
held in Maharastra, New Delhi, Mumbai, and Himachal Pradesh. An agenda of
meetings is attached. In Maharastra, a new draft policy was released by the
irrigation department on hydropower. Meetings were held with the energy
regulatory commission and the state irrigation department to discuss various aspects
of the draft policy. US Hydropower is currently working with its membership to
submit comments on the proposed policy. In Himachal Pradesh a draft policy has
also been released. Meetings were held with the Ministry of energy and
environment. US Hydropower will be making recommendations on the proposed
policy over the next few weeks. For

Over
the past several weeks, US Hydropower prepared for and participated in meetings
in India. A delegation of representatives participated in US Hydropower India
Task Force meetings

Hydropower is continuing to organize a steering committee on finance issues
that will include representatives from the industry, commercial banks,
investment funds, pension funds, and insurance companies. US Hydropower is
working with HCI Publications, and will host a finance event in Washington, DC,
in March or April 2005.
The
next trade delegation visit will be to Mexico in late February. The hydropower
market in Mexico is about $2.2 Billion of Greenfield and rehabilitation
projects. There are more than 1000 MW of rehabilitation projects and a
tremendous potential for hydropower development in several states. US
Hydropower has been working with the USAID Mexico mission to develop a 5-year
plan to develop hydropower projects in partnership with municipalities in two
states. At this stage, a partnership with the states of Veracruz and Chiapas
has been discussed.
