National Hydropower Policy, 1998

With the aim to accelerate the development of   Hydropower, the Ministry of Power (MoP), Government of   India (GoI) introduced the National Policy on Hydropower   Development in 1998. The policy document has identified   and responded to the major issues and barriers. The   objectives of the National Policy document on Hydro   Power Development, 1998 are:

• To ensure targeted capacity addition during 9th Plan (and subsequent plans)

• With Central, state and private hydro projects contributing 3455MW, 5810 and 550 MW respectively, the GoI aims to reach the total capacity of 9815 MW during the ninth plan. (The XIth Plan aims capacity addition of 18781 MW in the hydropower)

• Exploitation of vast hydroelectric potential at faster pace

• The government would take steps like execution of all CEA cleared projects, update and clear pending DPRs, survey new green field sites and resolve inter-state disputes.

• Promotion of small and mini hydro projects

• Small and mini hydro projects are especially viable for remote and hilly areas where extension of grid system is comparatively uneconomical.

• Strengthening the role of PSUs and SEBs in taking up new hydro projects

• The government aims at enlarging Public sector's involvement in mega hydro projects and multi-purpose projects involving inter-state issues, projects for peaking power and those with rehabilitation and resettlement issues.

• Increasing private investments for development of hydropower in India

• The public sector would be supported by greater private investment through IPPs and joint ventures. Private sector participation is considered vital for large scale development of hydropower.

Hydropower Policy- Uttaranchal
 

The Government of Uttaranchal has decided to encourage generation of power through small hydropower sources of energy, and has framed a policy so that the development of this sector serves as an engine to achieve the objective of promoting the all-round development of the region. Uttaranchal has a hydropower potential of the order of 20236 MW against which only about 1407 MW has been harnessed so far.
 

Government of Uttaranchal has separate Policy guidelines for development of hydropower projects with capacity up to 25 MW and 25 to 100 MW
 

For power plants with capacity 25 MW [ 91 kb]
All Hydropower projects/ stations estimated to have an installed capacity of up to 25 MW are eligible under this policy.
 

For power plants with capacity 25-100 MW [ 102 kb]
All Hydropower projects/ stations estimated to have an installed capacity with in the range of 25 to 100 MW are eligible under this policy.

Hydropower Policy - Maharashtra
 

GoM declared State Hydel Policy 2005, for development of Small Hydro Power Projects up to 25 MW capacities through Private Sector Participation. The revised policy is intended to encourage the participation of both the Captive Power Producers (CPPs) and Independent Power Producers (IPPs) in development of SHP in the state.
 

The objective of the policy is:

• To harness the green power with the help of private sector.

• To create suitable environment for attracting private sector investment

• To lay down the framework for the implementation of the policy.

Policy on Hydro power development in Himanchal Pradesh
 

Himanchal Pradesh has a vast hydropower potential of approximately 21,000 MW in the five river basins, out of which 3950 MW (approx.) has been harnessed so far. It is among the few States, which has streamlined various procedures to minimize the bottlenecks and has also finalized the Implementation Agreement and Power Purchase Agreement for Small Hydro Projects. The State Government has taken several initiatives to encourage private sector participation in Small Hydropower development.
